fix: 将MCU型号从STM32F103RCT6修正为STM32F103R8T6

- 修改ioc文件中的芯片型号配置
- 调整HeapSize从10KB减至4KB以适应20KB RAM限制
- 更新项目技术实现文档中的MCU规格和内存配置
- 更新MDK-ARM工程文件的芯片定义(STM32F103xB)
- 添加新的启动文件startup_stm32f103xb.s
