chore: 将 tracers.ts 提取为独立的子包

- 删除根目录的 index.ts 和 README.md，它们属于旧的项目结构
- 在 tracers.ts/ 目录下创建新的独立包，包含 package.json、README.md、.gitignore、tsconfig.json 和 bun.lock
- 更新依赖配置，使用最新的 Bun 版本和 TypeScript 版本
- 此举旨在改善项目结构，使 tracers.ts 模块可以独立管理和发布
